Shoppers still love plastic |

Legislation passed in 2003 obliges shoppers to pay for thicker plastic shopping bags. After an initial substantial drop, usage has climbed steadily. It is possible that people have now become accustomed to paying for the bags and are not as diligent in taking along their own bags when shopping.
The cost of the raw materials used to produce the bags has surged 146% since 2003, but retailers have not passed on these costs to their customers.
